Is Europe a leader in the global race for innovation?

Future economic prosperity and security depend on innovation, which requires coherent and ambitious policy framework as well as generous spending on research and development. And yet, Europe – one of the richest regions in the world – spends so little on it: EU countries invest less than 2 percent of GDP on R&D every year, which is less than Japan, the U.S. and China.

Fierce international competition requires the EU to be at the forefront of innovation and the deployment of standards to secure its global competitiveness. Is Europe running behind on innovation, and how can it close the gap?
