The future of the european security and the stakes of the EU Member States in the Defence Market

This workshop is the spring edition of a regular, biannual exchange among security political advisors from liberal and pro-European parties across Europe. It seeks to provide orientation with regards to the ideas and constraints of partners and to give inspiration in terms of policy proposals and security political programmes. The last edition of this format took place in November 2017. European defence policies have moved on rapidly since, notably with the establishment of the permanent structured cooperation (PESCO) in December. Among the main targets of European cooperation initiatives as PESCO is the fragmentation and inefficiency of the European defence market. European Union member states currently procure 80% of their defence equipment nationally. According to a European Commission estimate, this leads to a loss of around 50 billion € in opportunity costs per year. The shortfall of collaboration is equally important in the field of research and development. Fostering a more collaborative defence market will be a key if policy makers in Europe wish for more capable and interoperable armed forces. This will require a change of policies not only at the EU but also at national level.
