Pioneering European defence cooperation

YPFP and Saab are excited to welcome you to a workshop exploring the first steps of European defence cooperation, led by European defence policy  expert Daniel Fiott from the European Union Institute for Security Studies (EUISS). The workshop will provide a dynamic platform for exploring the current EU defence developments, the steps ahead as well as their meaning for the future of European defence cooperation. 

The first significant step in European defence cooperation and the EU as an actor in the defence domain is a Commission proposal to launch a European Defence Fund (EDF) in the next Multiannual Financial Framework 2021-2027. The EDF will, if approved, support European defence industrial cooperation with €13 billion over seven years.

The EDF is one example of new defence developments that have been introduced as a part of the EU Global Strategy from 2016 calling for the EU to cooperate more closely on security and defence matters. Other examples include the Defence Procurement Directive, the Preparatory Action on Defence Research (PADR), and European Defence Industrial Development Programme (EDIDP). The Military Mobility Action Plan, Permanent Structured Cooperation (PESCO), and the proposal for new space programmes with focus on security and defence are also examples of novel ingredients to the EU’s defence dossier.

The aim of such initiatives is to encourage closer cooperation among European institutions, Member States and the defence industry in order to achieve benefits of competitiveness, innovation and efficiency. This workshop will explore the challenges and opportunities facing the different stakeholders, to better understand the developing European defence environment.
